Building a Market for Climate-Resilient Investment Across Europe
About the project
CLIMINVEST(2025-2028) is a European initiative uniting 23 partners from 10 countries to reshape how climate adaptation is funded, evaluated, and implemented. The project introduces bankable-by-design (BbD) solutions, enabling private investors and public authorities to develop climate adaptation projects that are both impactful and financially viable.
Through technical innovation, alignment with ESG frameworks, and strong stakeholder collaboration, CLIMINVEST lowers barriers to investment and accelerates the deployment of high impact adaptation projects across Europe.
The project’s objectives include:
- Developing a BbD framework to ensure positive returns on adaptation projects
- Creating technical and financial blueprints aligned with ESG principles
- Supporting replication of best practices across regions and sectors
- Validating the bankability of real-life adaptation projects
- Establishing a marketplace of investable, scalable solutions
- Building an active ecosystem of public and private stakeholders
Project Kick-off in Milan
The CLIMINVEST journey began with its Kick-off Meeting in Milan (May 2025). Partners from across Europe gathered to align on the project’s strategic direction and lay the foundations for the upcoming activities.
This milestone marked the start of collaboration between sustainability experts, financial institutions, and local authorities, united by a shared goal: turning climate adaptation into a sound investment opportunity.
General Assembly and Workshop in Ventimiglia
In October 2025, partners got together in Ventimiglia, Italy, for the first General Assembly meeting, hosted by the Municipality of Ventimiglia. The event brought together representatives from all partner institutions, and was joined by the Mayor of Ventimiglia, highlighting the importance of local engagement in climate adaptation initiatives.
During the meeting, the consortium held a workshop focused on the project’s second pilot about Solar Overlay for Water Adaptation, Transformation, and Energy.
Dissemination at SIGIR
The University of Glasgow represented CLIMNVEST at the SIGIR Conference, sharing the project’s vision and approach with an international audience of researchers and practitioners. This participation underscored CLIMINVEST’s commitment to encouraging dialogue between academia and industry in the climate adaptation field.
Looking Ahead
In the coming months, CLIMINVEST will continue to strengthen collaboration across Europe, working closely with sister projects and local partners to co-host workshops and engagement activities. These efforts aim to further validate the BbD framework and build a vibrant marketplace for resilient investments.

Contribute to CLIMINVEST: Participate in our Stakeholder Questionnaires
As part of its ongoing research and stakeholder engagement activities, CLIMINVEST invites professionals and experts to contribute by completing one of our targeted questionnaires. Co-Creation Webinar on Bankability Criteria for Climate Adaptation Projects
CLIMINVEST recently co-organised a co-creation webinar on bankability criteria for climate adaptation projects, in collaboration with the BLOSSOM sister project.
The webinar brought together experts, practitioners, and stakeholders from across the climate finance and adaptation landscape to collaboratively explore what makes climate adaptation projects attractive and viable for investment. Discussions focused on aligning financial, technical, and impact-related criteria to support the development of robust, investment-ready adaptation initiatives.
This collaborative exchange marked an important step in refining shared approaches and strengthening synergies between EU-funded projects working towards similar objectives.
CLIMINVEST at ECOMONDO 2025
CLIMINVEST was proudly represented at ECOMONDO, one of the largest sustainability fairs in Italy and across Europe, offering an excellent platform to increase the project’s visibility and outreach.
During the event:
- CLIMINVEST brochures were distributed at the CINEA booth and at the booth of project partner Maggioli, helping communicate the project’s mission to a broad international audience.
- The consortium also participated in a European Commission event held within the fair, providing valuable opportunities to connect, exchange ideas, and engage in discussions on climate investment, sustainability, and innovation.
Participation in ECOMONDO significantly contributed to strengthening networks and raising awareness of CLIMINVEST among policymakers, practitioners, and industry stakeholders.
CLIMINVEST Showcased at Finance Innovation Investment Day
More recently, Finance Innovation hosted an Investment Day bringing together fintech companies, financial institutions, and investors to explore solutions supporting resilient, sustainable, and sovereign European markets.
The event featured discussions on:
- Innovations in finance and digital assets
- Investment and asset management strategies
- Building resilient markets and reinforcing the long-term stability of European economies
Within this context, the CLIMINVEST project was showcased to highlight its contribution to advancing climate-resilient investment practices and strengthening Europe’s financial landscape. This exposure further supported the project’s outreach objectives and engagement with the financial community.

CLIMINVEST in Action: Key Milestones, Banking Insights & What’s Next

Welcome to the newest edition of our newsletter! Climinvest has been working on presenting the project and collaborating with external experts to strive for successful implementation.
Climinvest’s third GA meeting
In February, the third GA meeting was held in Bratislava, Slovakia. This trip took place over 2 days, and acted as an opportunity for our partners to discuss ongoing work packages. The implementation of the marketplace platform, which will be live soon, has been discussed.
The upcoming piloting for the Predictive Bankability and Replicability of Wind Energy Projects pilot, was also discussed and elaborated on. Continuous ongoing efforts are currently taking place for reinforcing and monitoring this pilot. Thanks to the 3rd GA meeting, each partner was able to contribute in a fruitful discussion, share insights and plan upcoming project milestones due for implementation in due course.
Moreover, the third GA meeting serves as an opportunity for AcrossLimits to conduct interviews with some of the project partners. Different partners were interviewed, each explaining their role within the project. Partners also explained the scope of the Climinvest project and what they are eager to see the most in the upcoming implementation. WeGrant’s European Banking Workshop
On 26th February 2026, WeGrant organized a European Banking Briefing entitled “From Climate Projects to Bankable Deals”, aimed at presenting the CLIMINVEST project and its investment opportunities to the European financial sector. The workshop gathered more than 15 banks and financial institutions from 7 European countries, confirming strong interest from the banking community in structured climate finance solutions.
The objective of the session was to introduce CLIMINVEST as a European infrastructure co-funded under Horizon Europe, designed to transform climate adaptation and mitigation projects into structured, bank-ready investment dossiers through a “bankability by design” approach. The workshop showcased how CLIMINVEST integrates digital tools, data, advisory services and financial structuring methodologies to bridge the gap between climate projects and private finance.
The agenda covered:
- An overview of CLIMINVEST objectives, scope and alignment with EU climate and finance policies.
- Digital tools for project intake, EU Taxonomy and DNSH screening, climate scoring and grant matching.
- Blended finance structures combining grants, guarantees, debt and equity.
- Bankability reports and financial structuring methodologies.
- Potential operational and strategic roles for European banks within CLIMINVEST.
The session featured expert contributions from WeGrant and GFT Italia, and enabled an open discussion with participating banks on how CLIMINVEST can improve project maturity, reduce risk, accelerate credit decision-making and enhance deal flow quality for climate investments.
Overall, the workshop confirmed the relevance and scalability of CLIMINVEST as a platform to support the mobilization of private capital towards climate investments, while reinforcing its strategic value and visibility for the European Commission.
Climinvest presented during IRCDL2026 summit
In February, Fabio Celli from Gruppo Maggioli presented the Climinvest project during the IRCDL2026 summit in Modena, Italy.
The IRCDL conference welcomes participants from academia, government, industry, and other sectors. It draws from diverse research areas such as computer science, digital humanities, information science, technology and more. This year’s conference featured Computer Science Foundations for Digital Libraries, and Digital Humanities.
The discussion centred on our research, which shows that when it comes to extracting structured business data from complicated climate change papers, the European LLM Mistral is quite competitive with US models. Fabio Celli demonstrated that employing EU-based models is a practical way to reduce “cultural hacking” and guarantee information reliability in sensitive fields by utilising Open Information Extraction (OIE) and the Business Model Canvas framework.
Gruppo Maggioli’s upcoming workshop
Between 29th June- 1st July 2026, Gruppo Maggioli will be hosting an upcoming workshop in Hamburg, Germany for participants to be able to submit their historical paper issues. This workshop correlates with the WHAC 2026 workshop: the first Workshop on History, Artificial Intelligence and Computation for sustainability.
The WHAC 2026 aims to address specific climate issue topics in each edition. Topics include historical climate issues and addresses computational methods in the form of a data challenge, where a novel datasheet is shared between participants.

Climinvest’s road to smarter water management for a changing climate
CLIMINVEST assists water authorities in managing climate change by providing better decision support in planning. CLIMINVEST uses a combination of System Dynamics Model (SDM) and Decision Support System (DSS) to illustrate how water, energy, and cost factors are connected. Instead of analysing each factor in isolation, it focuses on how factors influence each other. For example, water scarcity leads to increased irrigation needs, resulting in increased energy consumption. However, solar power can help save water by reducing evaporation and providing clean energy.
The framework also enables water authorities to anticipate future possibilities, risks, and solutions. The DSS transforms this analysis into an effective tool in managing water resources effectively. Additionally, it can help in better energy utilisation by identifying cost savings and using renewable sources of energy.
