In the CLIMINVEST project, GFT leads Work Package 1 and coordinates the whole initiative. We also head Work Package 3 and contribute to tasks in WP1, WP2, WP3, WP5, WP6, and WP7, providing technical know-how and governance support.

Our Research and Development team now manages more than 30 active European Projects, a lot of which relates to a more sustainable and efficient Public Administration, which is our goal for the future.  

In the CLIMINVEST project, Maggioli is coordinating Work Package 4 “Replication, Repurposing and Reuse” and different other tasks. Our team primarily focuses on the local data collection and categorization, through the implementation of a data lake.

The aim of Fundación Asturiana de la Energía (FAEN), as the Energy Management Agency of the Principality of Asturias, is to study the region’s energy needs in order to try to satisfy them as efficiently as possible. To achieve this, we work in line with the proposed objectives and the international commitments that Spain has to fulfil.

Our work consists of promoting the development, promotion and execution of actions of interest to all energy sectors in the region, as well as all economic activities related to these sectors.

FAEN, represents the region of Asturias and its mission is to replicate the project’s results in an Asturian pilot. This pilot focuses on designing climate change adaptation and transformation for energy and water infrastructure in rural areas to address vulnerability and improve the reliance on their management.

BayWa r.e. Operation Services S.r.l. provides management and technical maintenance services alongside monitoring and consultation services. In the photovoltaic sector, we ensure the high-quality operation of plants and provide management and maintenance services to third parties in line with best market practices. We offer a vast range of services including monitoring plants, maintaining and repairing defects through our network of local technicians (typically full-time employees), handling data and information, providing technical reports and consultation services. In particular, we offer the right mix of local services and technicians with some centralised services in order to provide our clients with effective and efficient support.  

Our role in the project 

BayWa r.e. Operation Services S.r.l.’s contribution to this project is to demonstrate the positive impact that an O&M contractor can bring to the PV industry, through high-quality on-site monitoring and inspections and advanced performance assessment. BayWa manages owned and third-parties PV plants to be used as test sites and pilots in several climatic conditions. In a dedicated Control Room located in Rome, historical and real time data is centralized and processed.  

As an experienced O&M service provider and one of the largest in Europe, BayWa could also bring into the project first-hand knowledge on Repowering and Revamping activities, as well as on on-site PV module quality inspections (visual inspection, IR thermography, IV-curves testing, insulation tests and Electroluminescence).

Amathounta Municipality is a new municipality in Cyprus, created on 1 July 2024 as part of the local government reform. It has a population of approximately 45,000 inhabitants. The municipality includes areas located east of Limassol, comprising the Municipalities of Agios Athanasios (the seat of the municipality) and Germasogeia, and the communities of Mouttagiaka, Agios Tychonas, Mathikoloni, Finikaria, Akrounta, and Armenochori. The area is characterized by coastal landscapes, fertile valleys, hills, and proximity to important archaeological sites such as ancient Amathus. The name of the municipality derives from the ancient city-kingdom of Amathus, an important archaeological and cultural heritage site of the region.

Amathounta Municipality plays a central role in Pilot #4 of the CLIMINVEST project, acting as the main site for testing innovative approaches to improve the bankability of energy retrofitting programs for older buildings. As the public authority responsible for the implementation of the pilot, the Municipality oversees the selection and analysis of residential properties, coordinates stakeholder engagement, and supports the development of investment-ready plans. Through collaboration with technology provider NOVO, Amathounta Municipality is helping to apply smart tools for data collection, financial assessment, and citizen involvement—laying the groundwork for scalable and sustainable renovation strategies in Cyprus.

Ventimiglia is a city in the province of Imperia, Liguria, with a population of 24,178, located near the mouth of the Roia River. Known as the ‘western gateway to Italy,’ it has strong economic and social ties with France and attracts visitors due to its natural beauty, cultural heritage, and strategic location.

The Municipality of Ventimiglia has been involved in several European projects, including the Nature and Culture For All and EDUMOB initiatives, focusing on sustainable tourism, cross-border cultural activities, and promoting eco-friendly travel habits.

In the CLIMINVEST project, Ventimiglia will collaborate with BW and 3E to develop a replication scenario for large-scale solar photovoltaic (PV) assets, adapting the pilot project to local conditions. This will include producing a bankability report with ESG information, involving 3E and BW as lenders for the new investment.

TOEV, a water management authority based in Thessaly, Greece, oversees an extensive network of open irrigation canals crucial for local agriculture. In CLIMINVEST, TOEV leads Pilot #1 – SOLVATE, which integrates solar photovoltaic systems over a 250 km canal network. This innovative solution enhances water conservation by reducing evaporation, while simultaneously generating renewable energy. The pilot aims to improve the bankability and resilience of rural water systems through multi-functional infrastructure and data-driven investment planning.

Urban Development is the sole municipal corporation of the Municipality of Trikala. 

The company’s main purpose is to utilize the Municipality’s real estate. 

It manages the controlled parking in the city, 8 parking lots (free and paid), 4 athletic parks etc

UDT acts as the replicator site in Pilot #4 of the CLIMINVEST project. UDT will replicate the retrofitting strategies and bankability-enhancing approaches first implemented in Amathounta Municipality, using the same methodology and NOVO’s platform. This includes collecting and analysing data on old buildings, engaging stakeholders, and evaluating investment scenarios. UDT’s role is crucial in validating the transferability and scalability of the pilot, demonstrating how the model can be adapted and applied in other urban contexts.

Our role in CLIMINVEST project

In the CLIMINVEST project, 3E serves as co-lead for two critical pilots focused on renewable energy climate adaptation:

  • Pilot 2 – Bankability revamping and repowering of large scale Solar Photovoltaic (PV)

assets: Working alongside BayWa R.E., we’re developing “progressive revamping” concepts for aging PV systems across Europe. Our role includes evaluating asset health assessment and creating proactive approaches to enable climate-resilient refinancing and bankability improvements for solar repowering projects.

  • Pilot 3 – Predictive bankability and replicability of wind energy projects based on climatic predictions integration: We’re developing methodologies to integrate future climate scenarios into wind farm bankability assessments, including Long-Term Yield Assessment with climate projections (LTYA) and creating industry blueprints for climate-aware Energy Yield Assessment practices.

 

Our expertise in renewable energy technical assessment, weather data analysis, and performance analytics directly supports the project’s bankability-by-design methodology, contributing to the development of frameworks and tools that enable more resilient and financially viable renewable energy investments.

UBITECH is a leading, highly innovative software house, systems integrator and technology provider, established in Greece in 2005. UBITECH demonstrates strong involvement in EC and National (i.e. Greek and Cypriot) co-funded research programmes, though the design, development and implementation of research and technological development instruments. With regards to its research and implementation activities, UBITECH is domain-agnostic, and performs applied state-of-the-art research in the areas of Big Data and Analytics; A/I and M/L, Digital Security and Privacy, Cyber-Physical Systems and Internet of Things, Cloud Computing and 5G Technologies, applying the developed solutions across different domain verticals, including eGovernment, eHealth, Aviation, Maritime, Agriculture, Energy Efficiency and more.

Role in CLIMINVEST: Within the context of CLIMINVEST, UBITECH participates as a technology provider investing significant effort in WP4 “Replication, Repurposing and Reuse”, where the company will be leading T4.3 – Infrastructure Designs Modification and Local Practices Integration, T4.4 – Guides and Best Practices Development and T4.5 – Replication and Repurposing Workflows. In addition, UBITECH will also be contributing to WP6 “Multi-Sided Marketplace of Bankable Projects”, and more specifically to T6.2 – Catalogue, Directory and Search Functionalities and T6.3 – Integration of Risk Assessment, ESG and Replication Tools.

Role

bSpoke Solutions leads two key tasks in CLIMINVEST that highlight the broader value of climate adaptation. bSpoke is responsible for identifying and integrating the multiple co-benefits of adaptation projects — including economic, environmental, and social dimensions — into project planning and evaluation frameworks. In addition, bSpoke coordinates the implementation of the SOLVATE pilot, which connects water management systems with solar energy installations. This innovative approach demonstrates how smart infrastructure can enhance sustainability, optimize resource use and improve the investment appeal of rural adaptation initiatives.

Novoville is a civic technology company helping local authorities deliver better public services through user-friendly digital tools. One of our flagship products, Shared Works, is a digital platform designed to streamline the delivery of retrofit projects. It provides a centralised property logbook, automates stakeholder coordination, and simplifies data collection and reporting. Shared Works supports local councils, housing providers, and contractors in achieving decarbonisation targets efficiently, while keeping residents in the loop.

As leader of Work Package 5 (Pilots), Novoville plays a central role in translating the technical and strategic innovations of CLIMINVEST into real-world action. We oversee the deployment, validation, and replication of all pilot projects – including the one we will run for Shared Works – ensuring that tools and services developed in WP2–WP4 are tested and refined in live environments. Our work provides critical feedback to improve the bankability framework, ESG tools, and replication strategies, while also supplying validated content to WP6 for integration into the CLIMINVEST marketplace.

UNPARALLEL develops products/services ranging from hardware devices to software/web solutions with a strong focus on data systems. Research is at the core of the company as it guarantees a continuous innovation on our solutions based on up-to-date scientific-technical knowledge. Main target markets include Internet of Things, Industrial IoT, Smart Factories/Manufacturing, Agri-food instrumentation, Smart Cities solutions, Water-smart Systems, Consumer Products, etc.

OKYS is an SME established in Sofia, Bulgaria, as an independent research, innovation and technology hub that explores, develops and implements novel technologies to tackle business and societal challenges.  

OKYS aim is to provide reliable, trustworthy, integrated ICT solutions, through technology innovation and successful project management to both public and private organizations. OKYS, through the extensive experience of its personnel, provides R&D services (research, design and development), specialising in the following areas:

The interdisciplinary team at OKYS focuses on the intersection between ICT and Society to provide smart solutions to citizens, consumers, decision makers and SMEs. 

OKYS’ role in CLIMINVEST project: 

  • OKYS will lead CLIMINVEST’s Ethical management and Regulatory compliance. 
  • OKYS will be also involved in the specification of stakeholders engagement and Co-creation Methodology

INNOV-ACTS is a Nicosia-based ICT and business consulting firm, which offers software development, project management and business consulting services consulting different sectors, with emphasis on digital finance, industry, smart cities, and security/reliance of large organizations. Its services are centred around some of the cutting edge digital enablers for digital finance and Industry 4.0 including AI/LLMs, IoT (Internet of Things), blockchain and cybersecurity technologies. INNOV-ACTS security and resilience services leverage the security expertise of the company and target organizations in main sectors where the company focuses i.e. digital finance and industry. The company was founded in 2016 and has experienced high growth, in terms of commercial solutions (4+ solutions), EU projects (i.e., participation in 20+ HEU/H2020 projects), publications (20+ publications, including 3 Open Access books), academic collaboration, and more.

Within CLIMINVEST, INNOV is leading the Learning Centre Development (T6.5), the Exploitation and Sustainability Planning (T7.3), and the liaison with standards, clusters, and associations (T7.2). INNOV is also leading Quality, Risk, and Innovation Management (T1.3).

JRC Capital Management Consultancy & Research GmbH (JRC) is a financial institution focusing on quantitative investment strategies for trading in the most liquid assets, for instance Forex markets. JRC was founded in Berlin in 1994 and offers services to institutional clients as well as wealthy private individuals in the fields of asset management, brokerage and financial research & development. Apart from the front office, JRC’s R&D department with its highly skilled team of specialists who combine economic knowledge and financial modelling expertise with mathematical and IT-background is central to the company. JRC is regulated by the BaFin (Bundesanstalt für Finanzdienstleistungsaufsicht) and stands under the supervision of the German Bundesbank.  

JRC Capital Management leads two key tasks in the CLIMINVEST project. In Task 3.1 (Months 1-21), JRC develops standardized tools for collecting and classifying ESG data from climate adaptation projects. In Task 3.2 (Months 2-24), JRC creates a comprehensive framework for assessing ESG-related risks in investment portfolios, including risk mapping, scenario analysis, and stress testing. JRC will document the outcomes of both tasks in two deliverables, providing reference frameworks for ESG data handling and risk management in future climate adaptation investments.

SolarKapital is an owner-managed financial services provider who invests equity and know-how along the entire value chain of the solar sector as an active partner. Applying hands-on attitude, SolarKapital supports innovative enterprises in their pursuit of strong and sustainable growth. We are looking for enterprises, which not only focus on the questions “what?” and “how?” (what are we doing and how do we do it?). More important for us is their clear answer to the question “why do we do it?”. In addition to corporate investments, SolarKapital acquires solar projects as an Independent Power Producer (IPP).

SolarKapital’s main role in the project is to design, license and construct a photovoltaic station across a part of TOEV Tavropos’ open irrigation and drainage network aiming at a replicable and highly bankable-by-design project which (a) adds value to spare land, (b) promotes green power production, (c) reduces the evaporation of irrigation water, (d) limits effort required for the maintenance of open irrigation and drainage network, (e) promotes scattered power production and (f) enables the dissemination of benefits, deriving from low-cost power production, to multiple stakeholders.

The Faculty of Economics and Finance is a key academic unit of EUBA, specializing in economic theory, public finance, monetary policy, and financial markets, with growing expertise in behavioral economics and climate finance. Our work explores how individual and institutional behavior influences economic and financial decision-making, particularly in the context of sustainability and climate-related investments. Through interdisciplinary research and international collaboration, we contribute to policies that support the green transition and resilient financial systems.

EUBA contributes to the CLIMINVEST project as a research and technology organization, leading the development of bankability-by-design methodologies for climate adaptation projects. EUBA’s role focuses on defining scalable business models, stakeholder co-creation strategies, and frameworks that enhance the financial viability and investment readiness of climate resilience initiatives.

The University of Glasgow is a world-leading research-intensive institution, and a member of both the UK’s Russell Group and ‌‌The Guild of European Research-Intensive Universities. As the fourth oldest university in the English-speaking world, it has a long-standing tradition of academic and research excellence.  Within the ClimInvest project, the University is represented by the School of Computing Science, which is home to leading experts in the fields of search and recommendation systems, natural language processing, machine learning and artificial intelligence. The University of Glasgow will contribute to ClimInvest by developing AI assistants to support climate project risk and sustainability analysis, as well as delivering cutting-edge search and recommendation technologies for the ClimInvest Investment Marketplace.

The University of Piraeus Research Center (UPRC) facilitates the research activities of the University of Piraeus members in different programmes and initiatives. In this context, the Department of Digital Systems (through UPRC) has been actively involved and coordinated a significant number of: (i) EU funded R&D projects, (ii) National projects funded by the Greek Ministry of Development and the General Secretariat of Research and Technology, and (iii) Projects developed in collaboration with enterprises (both international and national). The UPRC team members that participate in CLIMINVEST are part of the Data and Cloud laboratory (https://dac.ds.unipi.gr) and focus on research activities related to advanced distributed computing, dealing with topics such as Cloud Computing, Internet of Services and Things, Application Modelling and Analysis and Quality of Service in service provisioning systems.

– Panagiotis Karamolegkos: 

Panagiotis will support the development of machine learning algorithms and software tools for ESG risk assessment analytics and local data processing. He will also assist in coding components of the CLIMINVEST marketplace platform.

– Dimosthenis Kyriazis: 

Dimosthenis will contribute to the design of specifications for ESG analytics and the framework for local data analysis. He will also assist in designing the metadata structure and system architecture for the CLIMINVEST marketplace platform.

Finance Innovation is a French public-interest organisation that connects a wide network of actors in the financial sector such as startups, banks, insurers, asset managers, and public institutions to support innovation and sustainable finance. In CLIMINVEST, Finance Innovation leads Work Package 7 on Dissemination, Exploitation, and External Liaisons. This includes raising awareness about the project, building a strong stakeholder community around the CLIMINVEST marketplace, and promoting the project’s results through strategic communication, events, and capacity-building activities. Finance Innovation is also responsible for Task 2.1 on Bankability Requirements and Reference Scenarios, where it collects and analyses input from stakeholders to identify the key factors that make climate adaptation projects attractive to investors. These findings support the development of practical, finance-ready solutions within the project.

ELIS Innovation Hub (EIH) is an innovative SME that is part of the ELIS ecosystem, a company based in Rome founded in 1965, which has always been committed to promoting innovation, training and sustainable development. EIH embodies this mission through services in the fields of innovation, consulting and business acceleration, positioning itself as a strategic player in technological progress and the creation of sustainable value. It integrates business consulting and advanced design to support organizations in digital transformation and the adoption of emerging technologies, with an approach strongly oriented towards innovation and social impact, promoting collaborations and solutions that generate value for the customer and shared value for the ecosystem.

EIH’s scope of action is divided into six main areas:

Technology; Operational Excellence & Project Management; Customer & Marketing; Open Innovation; Digital Engineering; and HR.

EIH collaborates with all the companies of the ELIS consortium, over 130, boasts a network of over 500 startups and has managed more than 300 projects in the last year, confirming itself as a solid and innovative partner in the panorama of innovation and digital transformation.

In the CLIMINVEST project, ELIS Innovation Hub (EIH) plays both an operational and strategic role across six Work Packages. EIH supports project governance and coordination (WP1), contributes to the development of bankability strategies and scalable business models (WP2), and plays a key role in designing and delivering training and capacity building activities focused on sustainable finance and ESG analysis (WP3).

It is also actively involved in the implementation and evaluation of pilot projects (WP5), where it collaborates on the preparation of pilot sites, co-creates initiatives with stakeholders, and gathers feedback for continuous improvement. In WP6, EIH supports the development of the Learning Centre and contributes to identifying public and private co-financing opportunities. Finally, EIH is engaged in dissemination and communication activities (WP7), helping to build the CLIMINVEST ecosystem and ensure the long-term sustainability and impact of the project.

WeGrant is an IT company that supports companies of all sizes in accessing public funding efficiently to materialise high-impact projects. It combines expert advisory services with an AI-powered digital platform that automates the identification of funding opportunities and connects initiatives with appropriate financial instruments. Through direct integration with leading European banks, WeGrant also facilitates access to private capital and blended finance options, enhancing investment readiness and scalability.

WeGrant will play a dual role in CLIMINVEST. First, it will contribute to the development of the CLIMINVEST Bankability Framework, identifying and adapting financial methodologies to strengthen the financial viability of climate adaptation solutions, in alignment with EU sustainable finance regulations. Second, WeGrant will lead the design and implementation of the financing module of the CLIMINVEST marketplace, using its existing banking-integrated platform as the foundation. Designed to connect investors, financial institutions, climate-focused startups, and sustainable projects, this module will serve as a bridge between capital and innovative climate solutions, enabling structured matchmaking between fundable initiatives and real investment opportunities.
